Context Debt: the specific risk of Phase 5

In Phase 4 we discussed Context Drift as the risk that technical decisions silently distance the solution from the original problem. In Phase 5 there exists an analogous and more insidious risk: accumulated Context Debt, which occurs when the market sends change signals and the Context Document doesn't incorporate them.

Context Debt in Phase 5 is not technical. It's semantic. The system keeps working. KPIs may keep moving. But the Context Document describes a problem and solution that no longer reflect market reality. The team keeps building and iterating on a foundation that has lost precision.

How Context Debt accumulates

The Context Document health test

The most efficient way to detect Context Debt before it accumulates is to periodically run the same test:

Present the current Context Document — the Problem Statement, KPIs, and Solution Brief — to three users who live with the problem daily, and ask them if what it describes reflects their reality.

If they recognize it, the context is healthy. If there are elements they no longer recognize, or aspects of their reality the context doesn't mention, there is Context Debt that must be processed.

This test doesn't require instrumentation or dashboards. It requires two monthly conversations with real users.

The quarterly Problem Statement review

The Problem Statement is not permanent. Problems evolve. Markets change. A solution that solved the right problem twelve months ago may be solving a problem that's no longer relevant.

The quarterly strategic review always includes this explicit question:

"Is the Problem Statement we wrote still the most accurate description of the problem these users need us to solve?"

If the answer isn't a resounding yes with supporting market evidence, the strategic review must include a partial return to Phase 1.

Phase 5 health indicators

Healthy operation:

  • The Signal Log has entries from the last two weeks with documented cause hypotheses
  • The Context Update Record has at least one entry per active iteration cycle
  • The previous cycle's Iteration Brief is documented and accessible
  • KPIs from the KPI & OKR Register are connected to active data sources
  • At least one non-technical stakeholder reviews the Signal Log regularly
  • The Problem Statement has been explicitly reviewed in the last 90 days

Unhealthy operation signs:

  • The Signal Log has had no new entries in over two weeks during active operation
  • The Context Document hasn't been updated in over 60 days during active operation
  • The same user problems appear in three consecutive cycles without producing a Context Document update
  • No stakeholders from Phases 1-2 have reviewed the Signal Log in the last quarter
